DESCRIPTION:

In mid-2000, the IRS became a campaign finance disclosure agency, thanks to a new law that congress enacted to expose information about several dozen so-called "issue advocacy" ("stealth pacs") which were spending millions of dollars to affect fed. Elections without triggering FEC registration and reporting requirements, but the law was drafted to apply to all committees that raise and spend money to influence the outcome of a federal, state or local election (other than those already registered  with the fec). More than 10,000 such political committees raise and spend money for city council, state, legis, school board and magistrate candidates.
